I crashed my test site trying to use the theme editor. I created a new database and and am trying a fresh install but I am getting a error message Installer locked. I know we used to have to delete a installer lock file in the cache directory, there is not one in ver 4

Remove the content of conf_global.php and rename it to conf_global.dist.php
