What would be the benefit of creating a thread for that...?

I really don't see the point for something like this either. While I don't know how everyone uses it, I don't broadcast who gets warned and for what. I think that it's something that shouldn't be broadcasted on the forums. Creating a new thread or topic everytime someone gets warned is useless and it does nothing but add unneccessary topics on the forum. I hate to see IPB turned inito the type of forum software that allows discussion everytime someone gets a warning strike.

I would imagine the feature is used most often to post to a private moderator-only forum.

This functionality is not included in IPB presently.
