Because it wasn't efficient to have people moderate specific forums because they would read other forums, see a problem, and report it because they couldn't do anything about it. Yes it would be "useful" but as many have said in other threads "it would be good as a mod". Especially this one because you can do it with zero modification. It'd be much better to show this information somewhere on the page, where it can be seen immediately.Also, as far as I can tell, the second suggestion would require modifications to the sources, MySQL queries and templates.
