Disable Quote Last post in reply

How do you stop the last post being quoted in a persons reply automaticly. Were he doesn't choose to quote the last post, it justs gets added automatcily with his reply.

I cannot seem to find the settings to disable it

My mistake, I didn't spot there where two reply buttons, with one of them being a quote last post one. Which it just so happens I've been using all the time. Doooooooooo!!!

Yes, there is a "Quote" button, which is a multiquote (allowing you to quote multiple posts), a "Reply" button which is intended to reply to that specific post (and thus quotes it), then there is an add reply at the bottom and top of the page, allowing you to make a generic reply (with nothing quoted), as well as a fast reply area. :)
