Wouldn't it make sense not to uppercase words that are already lowercase?

e.g. "Stop shouting in topic titles?" becomes "Stop Shouting In Topic Titles?". Can't we leave as it is? So that just shouting becomes as it should be. "STOP SHOUTING IN TOPIC TITLES?" might become "Stop Shouting In Topic Titles?", that would be ok, because it would be very difficult to detect what should be lowercase. But words that are already lowercase should stay lowercase.

The easiest solution would perhaps be to change the description of the setting: Convert topic titles to Title Case.
