I completely agree there's room for improvement in cross-interacting with applications across the suite. I think Gallery media should be available throughout the suite and that's something we'd like to work on. I'm not sure I understand the need for attachments to be duplicated in the Gallery, however, so perhaps you could help me better understand your goals. I'm curious why, in the case of a "see you" forum, you wouldn't just use the Gallery app for that... perhaps add a redirect forum or menu item if you're wanting it to be accessible in the forums app. That's really the purpose of the Gallery, so I'd like to understand why you're using the Forums for that purpose and essentially wanting to replicate content... perhaps there's something more we need to do with Gallery? Improve the interaction capabilities (one thing that came up recently is comments in the lightbox, for example), etc. 
I do get the gist of what you're looking for, I'm just trying to understand why so we can step further back and evaluate to best fill the need. 

Heres what you do:
Create a custom action that you will use to issue the points... call it "Issue Forum Topic Points" or similar. Give it a member object argument.
Where you currently have the action to issue the points in your rules, delete that action and put your custom action instead.
Then create a couple new rules for your custom action that you just created. One rule could check if the member is in your premium group and issue said points. Another rule can check if they are in some other group and issue the lesser amount of points.
That is how to leverage custom actions to create one action (i.e. Issue Forum Topic Points) that has sub-logic to it using additional rules.

Extra points for what. I'm sure there is. But I have no idea what you are talking about.

If you don't mind a file edit, I should be able to put together some temporary code you could try and test now. Something with either a setting or group permission restriction for max daily videos would require a new version however.

From my brief look, I wasn't able to find a quick patch but I'll log this to be included in a future version.
Was this malicious in nature or just someone adding a lot of videos in 1 day?

With the member is validated event and the create path alias action.

It might be possible with a template edit, just to confirm your talking about the stream view that would add a video row when a new video is added? i.e. Unless there was any changes in IPB4 recently, there should be a line break between fields already. Could you post a sceenshot of what your talking about? Not quite sure what's happening here.
