I checked Applications > Forums which is Enabled and Online and no change in permissions.

Please advise...

All other areas to post (Blogs, Articles, Events) are accessible to post but cannot post in Forums. It was working fine last night.

EDIT: I can post comments but not new topics.

Looks like a third party application/plugin might have undone your default application, I have applied Forums as your default by going to ACP -> System -> Applications -> clicked the star on the Forums app.

I enabled Gallery last night and disabled it again.

(if that helps to see if this caused the issue to avoid future incidents)

Enabling and disabling an application would not change the default application. The default application should never change unless it is acted upon.
