"Last Visited" disabled in profile

We've got a few members who have somehow turned off the "last visited" part of their public profile. I don't remember this happening in the last ten years (it's still visible to me as the admin, but not to general members)

I searched through the CP but don't see a way to disable this "privacy" feature. 

a) does anyone know how to prevent a member from hiding the last time they visited 

and less important

b) is this a new feature?

They are logged in anonymously. 

If that’s the case, the date won’t show up there.

Is there a way to disable anonymous logins?

Yep, it’s a group configuration. Edit the group and find it there.
