Hello, how can i do pinned message to be like global message to see in every forums?

Not possible. You can Announcements: ModeratorCP -> Announcements.

As Adriano mentioned, this would need a 3rd-party solution to really duplicate the Global Message format, but you can likely use Announcements to accomplish what you need.
