[Suggestion] Add ability to display info while waiting for download

Here is another feature suggestion: Right now we have the ability to set up a waiting time before a user can download a file (group permission for downloads). If done so, the user sees a simple message, which informs him about the remaining waiting time.

I think this is a missed oppotunity. Why not use this dialog to display all kinds of stuff to the user while he is wainting? I'd love to add custom text, images (even multiple and/or randomly changing images) etc. to that dialog, so there is a little more value to the waiting time.
