How can one make an announcement widget like the one at the top of the sidebar here?

I really like the widget we can see at the top of the sidebar on this forum, the one about "Scheduled Maintenance - Today - Complete". Is it possible to make my own for my forum? Thanks!

Create an announcement via the modcp, and set the Page Location to sidebar
