Better control over locale individuals

I attempt to configure time and dates display in my board. I can see it uses selected OS LOCALE. This is nice, however it use locale as whole. Can you bring ability to use specific parts of different locales, so we can se e.g. LC_TIME, LC_MONETARY, etc individually?

In language files I can see format for DD, MM and YYYY but seems commerce does nto respect that, it uses LOCALE settings.
