switch between pictures in the message in 4.6

Before version 4.6 in the message, the user could switch between pictures using the arrows.

While the picture is being loaded for the first time - the arrows are present. After loading - they are hidden.

Is this a bug or a feature? Or is there an option somewhere to enable it?

I've uploaded some pictures as an example.

The last screenshot with the moment of loading when there are still arrows.
