Notification upon User Posting or Replying to Topic

We would like the IPboard system to send an email to a designated email address anytime a user posts a new topic or replies to a topic.

We're trying to solve the problem of making sure all our team members get a notification of one of these event types. So we'd have the ipboard mailer send the notification to an email address that is a distribution list.

Anyone have ideas about how to best solve this?
