Is there a way to show featured members content?

I have looked in my custom blocks but I cannot see how you can create a block that you can then add to the homepage to display featured members content.

I know about Our Picks, but I want to show featured content.

I've searched around but there is no explanation of how to do this with out of the box functionality.

There is no built in feature member in Ipb a.f.a.i.k. Are you using a cutom third party plugin/app for this?

No I am simply finding content I like, then selecting feature.  

But how to display it? What's the point of "featuring" someone else's content if you cannot "feature" i.e. show it anywhere?
