How to enable "Mark as solved" for moderators?

Hello,

Our moderators are complaining that the option "Mark as solved" isn't being shown to them. It is only shown to administrators (and to the original poster). I looked into each individual moderator configuration and couldn't find a configuration for that.

It has a bug that was preventing it show for some:
