I want one of my members to do able to use the page builder but only on certain pages.. is this possible?

Assign the user as a Moderator with permission to use the Block Manager

Not possible.  Creating pages is an unrestricted ability of moderator+administrator.  This can't be done on a per-page level.  

 

My suggestion is to simply ask the user what he'd like to edit in a PM or a forum topic, and then you implement the changes.
