Can Moderator's create Forums not in Teams

I cant find where moderators would be able to create Forums, not just in Teams.?

Moderators cannot create regular forums.

If your moderators are leading specific themes of dicsussion, you may want to think about letting the run their own club.  

In a club, they can create their own forums and run it like a micro-community.
