Paid request: Require minimum characters for a topic title

We want to stop users being able to start a topic with a title just like '.' or 'lol'.

Ideally we want to be able to specify, either in the plugin code or via an Admin CP setting, the number of characters required. There would need to be a warning/error message explaining this to the user too. 

Happy to pay as this saves us a lot of moderation time on our current vB site.

Funny that you link that - it's one of the items that I was going to add to that plugin at some point. I'll get back to it in the near future, as there are a load of other items I wanted to add to it too.
