add option to collapse tags in create form? (4.3)

I prefer to show my tag field in 4.3 can't seem to find an option to enable or disable the tag toggle in the tags settings. thanks. In case it's possible

It was on purpose. I think it's a good change.

If the field is required (i.e. if you require 1 or more tags) then the field will be expanded always.
