Sorting user groups order in the ACP

It would be really handy to be able to sort the order of the user groups instead of having them in alphabetical order as they are.

Basically up to IPB 3.4 we had Permission Sets, and no-one but you could see the name they had. So, I gave them a number before the actual name and this helped me to have the permission sets in a logical order, from more to fewer permissions.

Unfortunately now, we don't have permission sets but simply user or member groups, and I cannot do the same without people seeing a number before the name of the group, which would look pretty ugly. So, I wish we could drag groups up and down instead.
