ok thanks, but i need to have all forum email .... to use a newletters, bulk mail is slow

Go in to the member list in the ACP and click on 'Download member list'

33 there means IP.Board 3.3.X, but yes, maybe he's confused with the version.

Probably - he has just upgraded from 3.x, so the old "I needed a plugin then so I need a plugin now" fever is in play
