Guests can view Staff listing page; how do you disable?

Having a problem with this particular issue and I just discovered the problem. When a guest views my forum, if he or she clicks on the "Members" link then they are not able to view the "Members" list, for the same reason why they cannot view member profiles. However, when they click on the "Staff" link, that displays administrators and moderators, they are able to view that list. Was this intended or is there a fix to prevent guests from viewing the list?

I'd rather not have guests with the ability to view the staff listing and I haven't been able to find a setting to disable it from guest view.

@opentype, thanks. It appears the permissions were set to "all" as default Worked perfectly.
