some users asking me why their account is banned. But I don't have banned. 

Users report that sometimes they get the message "You do not have permission to view this site", next time they come they can use my site.

I was looking for permissions in guest group but there's nothing changed since years.

Do you have any idea what could be the problem?

I would advice you to contct offical support for this issue. I doubt anyone here will b able to help.
