Possibly hacked??

Hello!

I went to log into my forums today and recieved an incorrect password error. Thought this was odd so decided to try a different user, same thing. 

I'm not sure if for some reason I'm just IP blocked, or was hacked but I can't log in with any users.

I'm running IP Board 3.x and my email sending through the forums hasn't worked for months. Tried to get this resolved with support and my server, but no solution was found.

Anyone know what I can do? Or possibly hire for this?

It sounds like your site is compromised. The one suggestion I'd have is find someone who can actually find a vulnerability within the site and use that to regain access to the account.

Register a new account and upgrade it's permissions to Admin by editing the database in phpmyadmin. Then check the ACP logs to see if someone else has signed in to your main Admin account.

If so, change the password of your original Admin account to something random, which can't be hacked. Changing the password should also sign out anyone who may have compromised your account.

Go to a friends house and try to login.  That way you'll know if you IP is blocked or not.  You can also get a cheap VPN for a month.

I was running 3.4.9 about a month ago without issues.
