It actually is responsive. You get the mobile version according to screen resolution. You can resize your browser windows slowly and see how the look changes from dektop to tablet to mobile phone

Well does not work for me, is there a setting in the ACP to enable it maybe? In my previous versions of IPB I could also select it under the themes at the bottom of the pages.

That is in Themes settings.

ACP -> Customization -> Themes -> <Theme Used> -> Custom -> Enable Responsiveness

You could try going to the support tab under system, check "something is not working" and then continue.  This flushes the caches.  I sometimes have to do this after upgrades as themes act strangely.

Are you on the default theme?

The test forum is running just fine, I am on a "slightly" modified default theme

Just tried it on the default theme and it worked, so I wonder why not on the "slightly" modified default theme

Thats is on top of my checklist of upgrades.
