Min posts before download available

As above really.  Is there a way to set a minimum post count before downloads are available?  Trying to prevent members joining and taking content without giving anything back to the forum.

Downloads tab when you edit a group on ACP -> Members.

You will only get a bunch of useless post doing that. I dis this on my board and had to disable it.
