For me, I don't think guests should be restricted from seeing content - especially in the easiest formats possible because they encourage activity. Also, it's weird. The activity stream is available but this isn't? I don't get that.

The activity stream is available but this isn't? I don't get that. If you're on v4.0.x ... Guests can view the Activity Stream, and within the stream see all content that's available to Guests. Guests can't view the View New Content because ... well, they're not logged in so by definition there's no "new" content for guests to view.
