Mark forum as read - should be at the top of the page on mobile, not bottom

On mobile when you are at the board index, "Start New Topic" is at the top of the page.  When you go into a forum "Start New Topic" and "Mark forum Read" are at the bottom of the page. Which usually means you have to scroll all the way to the bottom to start a post or to mark as read. In all the other page size views these are at the top which is where is makes most sense.

Think about what you spend most of the time doing in forum view, however - it'll be clicking topics or changing pages. You're only going to start a new topic or mark the forum as read occasionally. It doesn't make sense to put them at the top of the page, taking up ~1/4 of the vertical height.

The same argument could be made of the index too, although in this case I think it's useful to invite users to contribute as soon as they hit the homepage.

Well, exactly, you spend time browsing new topics which appear at the top. When I'm in a forum usually there are 2 or 3 unread topics and 20+ read topics. On the desktop I can just easily click Mark as read if the few unread topics don't look interesting and I've not had to scroll anywhere. On the phone its 20 swipes down first. I've given up using mark as read on the mobile for that reason.

Edit: If someone could describe an edit that would achieve this I'd be happy with that. I can do php but the templates/css I've not got to grips with.

But why is the Start Topic button on forums index at the top and while browsing a forum at the bottom? This is inconsistent.

From my users I got messages that they don't know how to start a topic while viewing a forum. I have to say that the button they usually see at the top in desktop view isn't onthe same position while using a mobile device. Most of them don't understand this (the logic behind)... :(

And to address the comment about it taking up space. That's nothing compared to the fact that you see a massive forum description at the top when present. For example browse to the Client Lounge forum. The entire first page is taken up with the description - I'd rather have the follow/mark as read buttons I think :)

But... that's where members go to start a topic. Most of my users don't forum browse they use VNC and go to a forum to start a topic.
