So I have some widgets on my forum.  On the top, gallery recent images, Chat Box, and announcements. Then there's the right side, filled with Recent topics, upcoming events etc.  

Is there a way for me to make a widget such as Chat Box sized to where the side bar widget is moving the upcoming events down so Chatbox fills the area?  Hope this makes sense?

I think this should be an option in your chat plugin, as long as I don't know this chat I cannot tell you. But as you know you can drag and drop the widgets around some areas of the forum (top, sides and down), at least with the official widgets. If you have tried to move also your forum and this option is not available you should try adding directly the display chat code in the template.

For right now. you would probably need to custom design your own template with a "hot zone" that stretches across the entire width of the page.  

I'm fully in support of having a pre-built template (offered as part of IP.Content) offer the hot zones that stretch across the entire width of the page, as most basic portal systems usually identify those regions as default.
