Fresh Install after Install, No CSS Loading?

So I've been trying to do a simple fresh install on IPB 4.0.0 Beta 2, however every time I install the CSS doesn't load for the frontend and also the administration panel, any reason?

You're on your own from here... I haven't installed 4 yet.  Make sure you have the permissions set correctly on the folders.  If I'm working on a website and I see what you're getting it's normally because the folder with the CSS files isn't readable.  But, like I said, I haven't installed version 4 and have no idea how everything is setup.

Navigate to your AdminCP, go to themes and enable designer mode, make sure it ticked. Once down you should see the CSS load. Double check the site to make sure it's loading as it should, then switch off designers mode. :)
