I believe there should be a built in way to Export/Import Member group Permissions and Settings.

This will help greatly for boards that have both live and testing instances constantly and allow them to merge their changes easily.

interesting thought... would need to see 4.x codebase to determine feasibility... as it stands now in 3.x, this is strictly not possible(with permissions), as an example, you would necessarily be importing/exporting forums to do so with permissions, the 'permissions' are quite useless without the 'container' itself.

Regarding groups... a mismatch in installed applications would cause issue undoubtedly, applications often add fields to this table.
