Currently code would have to be edit to allow a person do this. Currently one can't really do much on how they want to rearrange the navigation menu to their, currently you can most some stuff around but not a few range as it should be. I suggest add custom navigation menus that a user can move by drag and drop and can put all the data they need in the ACP side so it will show on the client side to a user.
