When I have error in my web site I see juste that:
IPS Driver Error
There appears to be an error with the database.
You can try to refresh the page by clicking here
it's possible have more beautiful windows like writed
name of your web site
The site is temporarily offline...
Please notify the webmaster.

like other web site (joomla)
I have the same problem.
There's one major problem with this. While I agree a pretty page would be nicer, we get skin information from the database - if there's a database error, it's hard to guarantee the skin information (the skin functions, the image directories, etc.) we need is available.
Probably more hassle that its worth, but most likely event is that the database server cannot be contacted, So would it be feasable to have a file cache of the page ?, then in your error handler, you could say if the database is available, try to get the template, if that fails, or the database cannot be reached, load up a default cached error ?
