In the ACP, in the settings for Topics, Posts, and Polls:

Attachment Image Thumbnail Size [height]

If both options above are set to "yes", you can define the maximum "width" of the thumbnail. If attached images are smaller than the dimensions set here, they will not be shown as a thumbnail.

"width," in the sentence above, should be "height."
