Piracy

As I did not know where to post this, I posted it here, sorry.
I have reason to believe that the following site: http://mschatfourm.f3hosting.com/forums is running a illegal IPB script as when I asked a friend of mine who has IPS relations, how to check for piracy, he said something about ipscheck or something, the exact code he gave me was

I'm not sure if this is really illegal but it looks like it.
