It wouldn't do any harm. Go to the ACP from General Configuration put your website on OFFLINE mode, and then start uploading then it will be replacing the old files. After that upgrade. I have a good feeling it will fix the issue.

You can do one thing that might fix it. Download and upload last version of IPS. Then go to yoursite.com/admin/upgrade This wouldn't hurt to try it might fix the issue.

@Marko Krunic since you've just migrated to a new server, and as @Daniel F said above your problem is with SQL connection. You must setup the same username and password form the SQL connection you were using on old server, and it must have permission to the same database name you are using. Speeding up the background tasks Add 4 cronjobs to run every minute but prefix them with "sleep 0 && ", "sleep 15 && ", "sleep 30 && ", "sleep 45 && ". This significantly increased the speed of the background tasks on our board. Depending on your server setup you could increase or decrease the amount of cronjobs and associated sleep values (6 cronjobs => sleep 0, 10, 20, 30, 40, 50).
