Yes, it is definitely possible. I think it's good for our app too, and in the next version we'll add theme and language switch icons on the topbar of Desktop mood .

Yes it can In fact, each collection can be a combination of different categories, tags, authors, etc. after creating collections you can show several collections as a Tabview or Gridview

yes , you can create your collection based on tags. there are many options for creating a collection. please take a look at this: we've created a collection based on tags in demo I'm working on this option and we'll have an option to show handpicked topics and posts, in the next version.

this app allows you to customize default IPS menu style. you can add menu options from ACP menu manager, then use this app for customization . as you can see here, I've added menu items in ACP menu manager and set color, size, icon, height ,... with this app.
