Group promotion rules issue: It downgrades an admin to member

After upgrade to latest version the Group Promotion rules are acting strange. Never happened before.

It downgrades an Admin to Member automatically (see screenshot).

Bug or unwanted feature?  (site creds in Invision Client area).

Please could you disable 2 factor temporarily, or set up questions for this and add to your account?
