known issue [BUG] uploading new version to downloads app doesn't show progress bar

Hi

To reproduce, have any file in downloads approved and available for download. 

Then upload a new version. Use a large enough file that you should be seeing the progress bar.

Now notice that the progress bar doesn't work.

My testing was done without any 3rd party apps, plugins or themes on version 4.7.7

Thank you for bringing this issue to our attention! I can confirm this should be further reviewed and I have logged an internal bug report for our development team to investigate and address as necessary, in a future maintenance release.
