Have issue to use /forums/topics

I allow permission in the scope, but i got the error below 

Is there anything should I check more?

This one is that the authorized user does not have permission to create a topic in the forum.

But the authorized user is administator. 

 

Can you plz tell me where can I give permission to create topic in the forum?

Make sure that you're creating the topic in the forum an not in the category.
