Setting up a scroll lock

I would like to set up a scroll lock so the bottom ad in the right rail stays in view as the user scrolls down the posts. 

Any suggestions or recommendations for a programmer that can do that?

Is there a way to keep the ad from running over content when your scroll up and down?
