I am not able to replicate any error when downloading an item, where change log is switched off. Please could you provide more step by step information?

This is all I have, can't find a cause or trigger. It started happening after upgrade from 4.7.2.1 to 4.7.4. Maybe developers will be able to determine the cause by the stack trace or tell scenario when that specific underflow exception occurs.
