Data Layer Setup Confusion

I'm trying to make use of the Data Layer, but it's quite confusing this whole new GA4 & GTM as I'm still using the old universal analytics.

From what I can tell, GTM is the best option? If yes, how exactly can it be set up to use GA4 & Data Layer together?
