Templates and CSS missing

I seem to be unable to view the templates that used to show down the left hand sidebar. In the filter dropdown to the right of "Search templates...", I have all options selected, but nothing is visible either for templates or CSS. Have tried clearing cache to no avail. Currently on 4.6.12.1, ideas welcome!

E: Only GlobalTemplate shows on the full size editor as that's what loads by default.
