I'm looking for a solution for members to send an audio response to a topic using a browser or cell phone.

A bit like Snapchat, Signal, Message .... for example.

No problem. Of course you could simply attach an mp3, which auto embeds. But I dont believe this is what you are looking for in this instance, given your comparisons
