Is there a way or app to disbale downloads on a per user?

Hi,

One of the things that we are looking for is an ability to disable Files Downloaders for users who abuse it.  Is there a way to do this without doing a bunch of Member Group changes just for one user.  Something simple like put user on a "Downloads Disabled" list or something.
