how can delete some country name  I don't need .

and how can add cites and provinces for a country ?

You can't delete country names. you can translate them, but the supported countries are hardcoded.

Similarly, we only support named states/provinces for a small number of countries - it's not something you can configure in the AdminCP. You may be able to accomplish this with a plugin, however.

Have a look at the Marketplace for any such plugins. If there is not any, you can request one to be developed for you at the Request forum.
