Suddenly the announcement block is gone from our site. Any idea how to get it back? Looks like i need dummy block to show the announcements? I added calendar block and announcements popped right in.

How about removing requirement for dummy block?

Not sure what version you're coming from but the announcements block was changed completely. They no longer show an announcement like they did previously. Now its a list or it shows at the top as a dismissable message. If you somehow got the original block back.. I recommend reporting a bug because that shouldn't be possible. Edit your announcements and use the new options.
