Add some text to registration page?

I would like to add some text to the registration page (see pic) and I have looked at lots of templates and can't seem to find the right one and would appreciate it if someone can point me to the right template to do so.

Try in template core_front_forms/popupRegisterTemplate

before </form>

That template must be a different one than I am seeing. I am talking about clicking on the "Sign Up" button at the top right and on the "page" that comes up to register.

It's the same, but in my theme changed some css settings.

I just deleted that whole  popupRegisterTemplate and the register form is still showing intact, so it is not the right template?

Are you sure you do this in your Default Front-end Theme?

I just deleted the template in the "unmodified" IPS default theme and the form still shows just fine and yes I use the ctrl+F5 to refresh the page. This is really strange?
